States fighting ACA lag in reducing uninsured rates

States that created their own insurance exchanges and allowed an expansion of Medicaid as part of the Affordable Care Act were three times more successful in reducing their percentages of uninsured citizens than states such as Kansas that did neither, according to a new Gallup survey.
