Bill to kill controversial Maine welfare contract unlikely to become law

To muster the votes needed to pass a bill that would nullify a contract between the Department of Health and Human Services and the Alexander Group, Democrats in the Maine House Monday removed an emergency preamble on the measure that would have required two-thirds support.
