Alternative to Medicaid expansion sputters forward

A divided and wary House panel on Tuesday advanced a bill that would order Gov. Rick Perry's administration to see if it can negotiate a way to tap billions of federal Medicaid money that are available so Texas could expand health coverage to low-income adults, using private insurance and health savings accounts.
