Haslam asks feds for Medicaid counterproposal

Republican Gov. Bill Haslam says he has asked U.S. Health and Human Services Secretary Kathleen Sebelius to make a counterproposal to Tennessee's efforts to carve out a special deal for Medicaid expansion.
