Winners, losers in Louisiana under ACA

BATON ROUGE -- Most people won't see a difference but Louisiana will have winners and losers when the Affordable Care Act goes into effect Jan. 1, Jan Moller, head of the Louisiana Budget Project, said this morning during a call-in presentation on the federal healthcare changes.
