BATON ROUGE -- Gov. Bobby Jindal's administration said Friday that his former health secretary, Bruce Greenstein, improperly exchanged repeated phone calls and text messages with a company bidding for a lucrative Medicaid contract, creating an "unfair advantage" for the firm.
